[openss7] LPCP Protocol Gets IANA reserved port number

The IANA has officially reserved port number 1298 (tcp and udp)
for the Low-Level Phone Control Protocol (LPCP).  You can modify
your /etc/services file to add the following lines:

lpcp            1298/tcp   #lpcp
lpcp            1298/udp   #lpcp

A new version of the protocol document will be issued in a few
days.
