Agreed. OpenSS7 handles the SS7 protocol state info (which
includes the availability of the application); the application
is responsible for application state info.

Yes. For MTP that state contains the status of links, link
sets, routes, route sets, and signalling point state. For SCCP
it contains the status of subsystems, replicated subsystems,
global titles (and connection state for connection-oriented
services). SCCP is much like UDP/TCP.

Yes. MTP and SCCP have their own peer-to-peer protocol for
updating network configuration information. They are built into
the protocol and are not so much a separate piece as you see in
the IP domain.
