Chuck,

Were you running those tests with debugging ON?????  If that
was the case the 300ms low end would be AMAZING!

Go to /usr/src/linux/include/net/sctp.h line 80 and make
it say

        #if 1

That will shut off all the debug traces.

But, I'm dying to know, were you running with debug traces when
you ran the previous tests?
