Chuck,

Don't use TCP compatibility mode (i.e, SOCK_STREAM, IPPROTO_SCTP).
It's appears broken and was never tested (far less thouroughly).
The only socket mode I tested was SOCK_SEQPACKET.

Anyone that want's to debug SOCK_STREAM should look at sctp_sendmsg
in comparison with tcp_sendmsg.
