I confess that I know only very little about the subject.
Not too long ago it was the case that no cell id was ever transmitted
in an SS7 message becuase the cellular networks in the US were
incapable of identifying the tower. Also, due to handoff, the
cell site could change mid-call in networks supporting handoff.
I understand that this may have changed since I worked with
cellular a number of years ago. For the sake of 911 (emergency)
calling from cell phones and lawful intercept acts, more informcation
concerning the phone's location has been added to many of the
protocols.
This is a good question to ask on usenet (comp.dcom.telecom).
You will probably get a more satisfactory answer there (unless
one of our mailing list subscribers has a better answer for you).
