In general, the choice between fully associated and quasi associated
modes is a matter of engineering and economic tradeoffs.  For example,
STPs tend to cost a lot of money.  However, a full mesh network of
F-links may increase facilties costs for underutilized links.  Also,
the size of the network and returns to scale are a consideration.
Interface hardware costs on F-link attached nodes is another
consideration.  (If a node must support hundreds or even thousands
of underutilized SS7 links, quasi-associated is a better choice.)
Management and adminstration costs are another consideration.

Large SS7 networks tend to utilize the quasi-associated mode. Smaller
networks or clusters of smaller networks normally start with fully
associated.

If the number of SEPs in a network is 2, fully associated is
cheaper and performs better than quasi-associated.  If the number
of SEPs in a network is 2000, and each must connect to each other,
quasi-associated may be more economical.
