[openss7] strsctp-0.7.6 RFC 2960 SCTP for LiS STREAMS

We are pleased to announce the Beta release of our RFC 2960 SCTP
(Stream Transmission Control Protocol) for LiS 2.10 STREAMS.  This
is a stable version that is available for download on our downloads
page at http://www.openss7.org/download.html

This STREAMS release of SCTP has some significant advantages over
the Linux Native implementation of SCTP that has been available now
for some months.  These advantages are:

o   All timer values can be set to zero. (Yes, set to zero.)
    This yields significant failover performance for multi-homed
    hosts.  The loopback test programs (included in the release)
    show max 10ms failover times on loopback.

o   Higher performance.  The test programs show 30-40 usec delays
    on a 350MHz AMD.

o   Full STREAMS TPI Version 2 and NPI Version 2 interface support.
    Test programs are included for both interfaces.  The TPI
    interface can be used with XOpen XNS/XTI 5.2.

This STREAMS version provides full support for our M2PA, M2UA, M3UA
and SUA SIGTRAN modules which will be available shortly.
